From 1964 to 1985 Brazil was governed by a military dictatorship unlike its predecessors but soon to become the model for other authoritarian regimes in South America. This study demonstrates that military aims notwithstanding, a traditional political elite has persisted in Brazil through two regime changes - one to brazil model and one from authoritarian rule. During the dictatorship, traditional politicians retained considerable power in the state governments, which were their traditional redoubts. In particular, they continued to occupy high-level appointed offices that permitted them to retain control of patronage, their most important political resource. Since the transition to democracy, as prominent Brazilian intellectuals have charged, genuine political debate has fallen victim to a restoration of oligarchical power brazil model and clientelistic practices typical of traditional Brazilian politics. This study argues that the military project was severely constrained by the pattern of mediation between state brazil model and society that it inherited, the expansion of the state's productive, regulatory, brazil model and distributive roles that underlay its model for economic stabilization brazil model and development, brazil model and the need to marshal political support for the largely symbolic elections that it permitted as part of its strategy for governing. The Regional Roots of Developmental Politics in India: A Divided Leviathan

India is widely regarded as the most celebrated case of a "failed" developmental state, seemingly the exception that belies the prediction of a triumphant Asian century. Its central political brazil model and economic institutions have been variously characterized as both "soft" brazil model and "strong"--at once weak, predatory, brazil model and interventionist. Aseema Sinha presents an innovative model that questions conventional views of economic development by showing that the Indian state is a divided leviathan: its developmental failure is the combined product of central-local interactions brazil model and political choices by regional elites. To develop this disaggregated model, she examines three regional states with sharply divergent development trajectories: Gujarat, West Bengal, brazil model and Tamil Nadu. Drawing on recent work in comparative political economy, the theory of nested games, incentive theory, brazil model and an ethnographic analysis of business actors, this study directs analytical attention at the creation of micro-institutions at the subnational level, explores the role of provinces in shaping investment flows, brazil model and considers the role of federalism as a mediating institution shaping the vertical strategies of provinces.
